Jenny joined the Environment Agency in 2023 where she leads the Water Resources Resilience team. This team published the second National Framework for Water Resources in June 2025.

Jenny’s work focuses on how England will meet the water supply deficit; addressing the water needs in non-Public Water Supply sectors, most notably the energy, agricultural, industrial and technology sectors, and securing enough water to support the environment and sustainable growth together.

She has over 10 years’ experience working in central government on policy development and implementation having previously led the Water Resources and Abstraction team in Defra, as well as working in NHS Provider Policy and Adult Social Care at the Department of Health. She also has experience working in the private financial sector.
